The Ministry of Youth and Sports of Bulgaria (MYS) guides the state policy in the field of youth and sports and coordinates the implementation of national programmes related to physical activity and sports. All national programmes managed by the Ministry are based on the principle of project selection. Sports federations, sports clubs, and non-governmental organizations (NGOs) acting in the field of youth and sports can apply for funding annually. The Ministry has regulatory functions with regard to sport federations and responsibilities for the safety of the sport sites as well as against the violence and bad behaviour of sport spectators. The Ministry is actively involved in the work of several international organizations dealing with sport – Working and Expert groups at EU level; the Enlarged Partial Agreement on Sport of the Council of Europe; Intergovernmental Committee for Physical Education and Sport of UNESCO, WADA’s Foundation Board and other intergovernmental and interinstitutional working groups. The Ministry is responsible for the implementation of the national youth policy and youth programmes in accordance with the National Youth Law.

The Anti-Doping Centre (ADC) operates as a legal entity within the Ministry, guided by Executive Director appointed by the Minister of Youth and Sports. The mission of the Anti-Doping Centre is to fulfil the state's commitments undertaken with the signing of the Anti-doping Convention of the Council of Europe, the Additional Protocol to it and the International Convention against Doping in Sport of UNESCO. The Anti-Doping Centre refers to sports values such as leadership, respect, quality, justice and sportsmanship and helps to increase knowledge about the consequences (ethical, legal, health, social) of doping. The Anti-Doping Centre is certified by the “AFNOR Groupe” to ISO 9001:2015 for the following activities: “Conducting doping control in sport. Training and authorization of doping control officers. Anti-doping education for prevention of the use of prohibited substances and methods in sport. Issuing Therapeutic Use Examption."
